Duplicated sentence

Added Politics Workgroup

This article is really more appropriate for the politics workgroup, so I've added that group in first place. I've taken it about as far as I am interested. It might either be a candidate for approval as a brief article, or someone may wish to extend it. (There is much more to say. I'm just not the one to say it.)
