Mancur Olson [r]:

American economist and political scientist (1932-1998) who argued in his book, The Logic of Collective Action: Public Goods and the Theory of Groups (1965), that people act in groups in response to incentives and that members of large groups do not act on shared, or common interest unless motivated by personal gain.
