A career U.S. intelligence and special operations officer, starting with the Office of Strategic Services in the Second World War, eventually becoming Director of Central Intelligence (1973-1976) and had numerous operational responsibilities during Vietnam War, including Saigon Station Chief (1959-1962), chief of the Far East of the Clandestinae Services (1962-1967), and head of the Phoenix program (1968-1971)
