Warren Bass is Senior Fellow at the Council on Foreign Relations and directs the Council’s special terrorism project. He was a professional staff member at the 9-11 Commission, and is a senior editor at the Washington Post. Bass is on the Human Rights Watch Middle East Advisory Committee.
