After returning from the prestigious assignment, from June 2003 to June 2004, of heading the Coalition Military Assistance Team for Iraqi Security Forces, he took an also prestigious post of Deputy Chief of Staff for Operations and Training, United States Army Training and Doctrine Command, in charge of overall training for the U.S. Army.

He wrote, in 2006, that Donald Rumsfeld

has shown himself incompetent strategically, operationally and tactically and is far more than anyone else responsible for what has happened to America's mission in Iraq. Rumsfeld must step down.

First, his failure to build coalitions with U.S. allies from what he dismissively called "old Europe" has imposed far greater demands and risks on American soldiers in Iraq than necessary. Second, he alienated his allies in the U.S. military, ignoring the advice of seasoned officers and denying subordinates any chance for input.

Preparing the U.S. Army

Between 1998 and 2003, he held a number of positions involved with developing and implementing U.S. Army doctrine, having tested a number of approaches while Assistant Division Commander (Maneuver), 1st Armored Division, United States Army Europe and Seventh Army, Germany
