Rewrite

I removed this line "The RFC was bogged down in bureaucracy and failed to disperse many of its funds" from the section dealing with the Hoover Board as the RFC distributed almost $2 billion in 1932 of its authorized limit of $2.5 billion. Only $500 million was authorized. The other $2 billion was discretionary. Russell D. Jones 19:56, 22 June 2010 (UTC)
