:The concept of minority government is pretty much a parliamentary democracy thing. In the parliamentary system the governing party must win votes held in the legislature in order to govern. Two party system
Especially in a non-parliamentary system, two party systems would not be expected to have minority governments. - The concept of minority government is pretty much a parliamentary democracy thing. In the parliamentary system the governing party must win votes held in the legislature in order to govern. In the U.S. the President remains head of government regardless of his success in implementing his agenda.-Derek Hodges 00:10, 21 July 2009 (UTC)
