A third party might guess it was one or more of the following... because:

# It was entirely the work of Howard Berkowitz, and, although he was a trusted editor, at the time, experience has shown the quality of his work could be extremely uneven.
Well, should this article be deleted?
I don't think so.
# I have made some work towards bringing it up to date. [[Director of National Intelligence|DNI]] is, I believe, a cabinet level position, so I don't think anyone could reasonably claim Blair wasn't an important enough figure to justify an article.
# I've supplied a few references, and I have more lined up.
# Yes, Howard's work could be uneven.  There are a few articles he wrote, on important individuals that are so biased they are worse than useless.  Other articles, like his article on '''[https://citizendium.org/wiki/index.php?title=Artillery&oldid=475690 Artillery]''', were fine, shorter, but arguably better, than the current Wikipedia version.  The current wikipedia version's value is marred by ''too many cooks''.  <p>Note, the '''[https://citizendium.org/wiki/index.php?title=Artillery&diff=941884&oldid=941883 stub version]''' that recently replaced Howard's version is deeply, deeply inadequate, because it seems to have been written by someone who was not aware that ancient catapults, trebochets, and horse drawn crossbows, ''were'' artilley.
In General I would argue against strongly deleting material merely because Howard wrote it.

  3. Yes, Howard's work could be uneven. There are a few articles he wrote, on important individuals that are so biased they are worse than useless. Other articles, like his article on Artillery, were fine, shorter, but arguably better, than the current Wikipedia version. The current wikipedia version's value is marred by too many cooks.

    Note, the stub version that recently replaced Howard's version is deeply, deeply inadequate, because it seems to have been written by someone who was not aware that ancient catapults, trebochets, and horse drawn crossbows, were artilley.
