Purpose/Modify Active Editors lists

Modify the lists of Active Editors in the Workgroups so as to delete newcomers who not yet made any contribution. Currently they are included as being active because they have not been members long enough to be inactive for a long period. Daniel Meitchen has said he will develop this bot when he has time.
