General Paul D. Harkins was the first commander of the U.S. Military Assistance Command, Vietnam (MACV), from 1962 to 1964. It was the first headquarters that could direct U.S. combat troops. He was replaced by GEN William Westmoreland, who commanded MACV during the most intense period of U.S. combat involvement between 1964 and 1968.
