Herat Province, whose capital is Herat, is in western Afghanistan, on the border with Iran. Ismail Khan was long the local leader, although removed as governor in 2004.

Opium growing had long been a major part of its economy. In recent years, it had a good deal of factory growth, but increased crime has shut many down. Political factions, possibly some Khan loyalists, are fighting.
