Earmark [r]: In the U.S. Congress, funding requests any member of Congress can make for a specific program, usually in or affecting their constituency; a 2009 rule requires them to post an explanation of the request and why it "why it is a valuable use of taxpayer funds"; they are reported in terms of the 12 House appropriations bills [e]
