Contains some new material and some from older versions of Vietnam War; still needs considerable work and much better citing of the decisionmaking, as well as some discussion of the technology and tactics. Also needs to be contrasted with Operation LINEBACKER I and Operation LINEBACKER II, which are partial arguments for the JCS position, admittedly under much different circumstances than at the start of ROLLING THUNDER.
