Kim Il-sung;[1] Kim Yong-nam de facto[2]

  1. Kim died in 1994, but in 1998 the Constitution of the Democratic People's Republic of Korea was amended to declare him the "eternal President of the Republic".
  2. Chairman of the Presidium of the Supreme People's Assembly of North Korea, who carries out the functions of heads of state in other countries. However, the late Kim Il-sung has been officially declared "Eternal President" according to the constitution.
