The charter text here is out of sync with the working version

We may want to keep the historical comments, but the body of the text here is no longer what is at CZ:Charter drafting‎ (note that is still being extended) Howard C. Berkowitz 21:55, 7 February 2010 (UTC)

Made some changes to where my no votes are recorded
