60 appointed members, plus 12 ex officio bishops, with the same powers and functions as the existing House.
Elections would be for a non-renewable 15 year term, and would be staggered, with one third of seats being contested at each election.
The transition to the new composition would be in three phases during which some existing peers would remain as transitional members.
