A proposed referendum on existing rules follows. If it is voted on, Citizens could support or oppose the question by indicating 'Yes' or 'No'. Under Article 37, a two-thirds majority is required for this referendum to pass because it proposes to modify the Charter.

This Charter-modifying referendum proposes to make Election Committees independent of the Council once appointed.
Elaboration
The current Charter and election rules give the Citizendium Council considerable oversight over elections. For example, there is nothing to prevent the Council from appointing itself as the Election Committee. This referendum ensures that Council members cannot run the election themselves.
Current text
Article 25
Section One: Election Cycle
2. Elections shall be run by an "Elections Committee" appointed by the Citizendium Council. Any citizen, including officials but excepting nominees, may serve on the elections committee.
Section Two: Nominations
3. Any Citizen accepting a nomination shall resign immediately from any involvement in the election's organization. The Citizendium Council may appoint a replacement.
Proposed referendum
The following changes shall be made to the Charter:
1. Article 25.One.2 shall be modified with the following text removed:
- Any citizen, including officials but excepting nominees, may serve on the elections committee.
The following text shall be appended:
- The Committee shall comprise at least two members. Committee members shall be Citizens who do not hold Council seats or any other elected office. Appointees to other offices may serve.
2. Article 25.Two.3 shall be replaced in its entirety with the following text:
- Election Committee members shall be ineligible for nomination in the election. If a member resigns, the Council may appoint a replacement.
3. Article 25.Three.6 shall be created with the following text:
- Any Council-appointed election results auditor may not be a candidate, a member of the Election Committee or a member of the Council.
4. The Election Committee shall be named as such.
