Perry Metzger is a network activist who was on the cypherpunks mailing list and moderates its successor, the cryptography list.
He had a blog called Diminished Capacity which is still online, but there do not seem to have been any updates since 2004. As of 2010, he is working on a PhD at University of Pennsylvania with Matt Blaze and Jonathan Smith. He has a home page there.
