A regulation promulgated by the U.S. Occupational Safety and Health Administration (OSHA) in 1992 and intended to prevent or minimize the consequences of catastrophic releases of toxic, reactive, flammable, or explosive "Highly Hazardous Chemicals" (HHCs) from processes.
