Moving charges experience the Lorentz force when moving in a magnetic field. If the charges are moving through a conducting plate immersed in magnetic field perpendicular to their motion then they will tend to congregate on one side of the plate rather than the other. This congregation of charge results in a potential difference that can be measured across the plate transverse to the current flow.
