In order to make the newer digital broadcasts available to citizens without a digital receiver, converter boxes were to be made available to facilitate the transition. The National Telecommunications and Information Administration (NTIA), an agency of the United States Department of Commerce, oversaw the distribution of coupon subsidies in the form of bank cards which could be used exclusively for the purpose of obtaining a television converter box.
