Definitions are minimal and factual
It is not appropriate to use quotation marks, in a definition, where there is no quote being sourced, such as "temporary". The reality is that people are in a prison, thus, they are prisoners. Again, if another and unusual term is used, it needs to be sourced if it is in quotation marks. It could be linked to an article discussing the term.
I removed the comment about prisoners who had not been sent to Guantanamo. There is no data to support their eventual destination being Guantanamo, especially since the article discusses long-term construction. Howard C. Berkowitz 22:21, 27 October 2008 (UTC)
