Khalid Al Fawwaz (1962-) headed what is generally considered to be al-Qaeda's public information office in London, the Advice and Reform Committee. Born in Kuwait, he has a Saudi Arabian passport. He was arrested on 28 September 1998, and has been resisting extradition to the United States, where he was indicted for complicity in the 1998 bombings of U.S. Embassies in Africa.
During the bombing trial, L'Houssaine Kherchtou testified he ran the Abu Bakr Sadeeq camp in late in 1991-1992.
He came to London in 1994, reportedly after establishing front businesses to support al-Qaeda in Kenya. He shared office space with Saad al-Faqih.
