Referendum 1: Charter majority amendment

The link [to discussion of this Referendum] is not working.

Personally I see no point to reducing the requirements upon passage of a referendum. In fact, the ever-smaller number of participants on CZ seems to me to make a 2/3 majority more important than ever, as the risk of a small number of zealots passing a referendum is greater the fewer that consider an issue.
